This is a council motion to introduce an external proposal for:
<ul>
<li>initiate opening an outgoing HRMP channel to Moonbeam</li>
</ul>
Technical Background
The batch transaction of the proposal consists of one sub transaction, which is a call to <code>polkadotXcm.send</code>. The message argument of <code>polkadotXcm.send</code> is complex but most of it just revolves around setting the payment for the transaction fee on the relay chain to open the HRMP channel.
The actual payload of this message is inside the third component and it is <code>0x3c00d4070000e803000000900100</code>.
Decoding this payloads (which is an extrinsic itself on the relay chain) will yield:
<ul>
<li>hrmp.hrmpInitOpenChannel with recipient 2004 (see <a href="https://polkadot.js.org/apps/?rpc=wss%3A%2F%2Frpc.dotters.network%2Fpolkadot#/extrinsics/decode/0x3c00d4070000e803000000900100">here</a>)</li>

This is a council motion to introduce an external proposal for:

* initiate opening an outgoing HRMP channel to Moonbeam

**Technical Background**

The batch transaction of the proposal consists of one sub transaction, which is a call to `polkadotXcm.send`. The message argument of `polkadotXcm.send` is complex but most of it just revolves around setting the payment for the transaction fee on the relay chain to open the HRMP channel.

The actual payload of this message is inside the third component and it is `0x3c00d4070000e803000000900100`.

Decoding this payloads (which is an extrinsic itself on the relay chain) will yield:

*   hrmp.hrmpInitOpenChannel with recipient 2004 (see [here](https://polkadot.js.org/apps/?rpc=wss%3A%2F%2Frpc.dotters.network%2Fpolkadot#/extrinsics/decode/0x3c00d4070000e803000000900100))

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send a batch of dispatch calls and atomically execute them.
The whole transaction will rollback and fail if any of the calls failed.

May be called from any origin except `None`.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
 exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then the calls are dispatched without checking origin filter. (This
includes bypassing `frame_system::Config::BaseCallFilter`).

# <weight>
- Complexity: O(C) where C is the number of calls to be batched.
# </weight>

- The council is proposing to open an outgoing HRMP channel to Moonbeam.
- The technical background explains that the proposal involves a batch transaction and a call to polkadotXcm.send.
- The payload of the message is a complex code.
- Decoding the payload reveals that it is a hrmp.hrmpInitOpenChannel with a recipient of 2004.
- The council wants to open this channel for communication.
