This is a council motion to introduce an external proposal for:
<ul>
<li>accepting the incoming HRMP channel from Moonbeam</li>
</ul>
Technical Background
The batch transaction of the proposal consists of one sub transactions, being a call to polkadotXcm.send. The message argument of polkadotXcm.send is complex but most of it just revolves around setting the payment for the transaction fee on the relay chain to open the HRMP channel.
The actual payload of this message is inside the third component and it is 0x3c01d4070000.
Decoding this payload (which is an extrinsic itself on the relay chain) will yield:
<ul>
hrmp.hrmpAcceptOpenChannel with sender 2,004 (see <a href="https://polkadot.js.org/apps/?rpc=wss%3A%2F%2Frpc.dotters.network%2Fpolkadot#/extrinsics/decode/0x3c01d4070000">here</a>)
</li>
</ul>

This is a council motion to introduce an external proposal for:

* accepting the incoming HRMP channel from Moonbeam

**Technical Background**

The batch transaction of the proposal consists of one sub transactions, being a call to polkadotXcm.send. The message argument of polkadotXcm.send is complex but most of it just revolves around setting the payment for the transaction fee on the relay chain to open the HRMP channel.

The actual payload of this message is inside the third component and it is 0x3c01d4070000.

Decoding this payload (which is an extrinsic itself on the relay chain) will yield:

hrmp.hrmpAcceptOpenChannel with sender 2,004 (see [here](https://polkadot.js.org/apps/?rpc=wss%3A%2F%2Frpc.dotters.network%2Fpolkadot#/extrinsics/decode/0x3c01d4070000))

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send a batch of dispatch calls and atomically execute them.
The whole transaction will rollback and fail if any of the calls failed.

May be called from any origin except `None`.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then the calls are dispatched without checking origin filter. (This
includes bypassing `frame_system::Config::BaseCallFilter`).

## Complexity
- O(C) where C is the number of calls to be batched.

Problem Statement:
- The problem is accepting the incoming HRMP channel from Moonbeam.

Significance:
- This proposal is important for establishing communication between Polkadot and Moonbeam.

Proposed Solution:
- The proposal involves accepting the HRMP channel by setting the payment for the transaction fee on the relay chain.

Expected Outcomes:
- The expected outcome is the successful establishment of the HRMP channel between Polkadot and Moonbeam.
