This is a referendum whose purpose is to remove inactive collators from the Pendulum network. This action is done in order to maintain a healthy block production rate on the Pendulum network.

List of inactive collators:

*   6fZmUxTZSDbBt5c2rYunzCFhBCDzTB35BHWc8tXVhStBcSPH
*   6feqfoP5htFpSriTd9oomDa1dZDmcM4XpjKEq8dfdcADCfGt
*   6b6acTHdtwq1uuJYLnfuWyuaRCpdwqMJu4JuTQtuAKNaRGfk
*   6ftBtHvYrThAv1xHYDnYrm2qQLFcj2rhkaU5GqNuqvKp57v6
*   6ecjV9TWsPCwTaJ8bsTHB62vsm9pP1eitxe9qhsV5cMnDp6F

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send a batch of dispatch calls and atomically execute them.
The whole transaction will rollback and fail if any of the calls failed.

May be called from any origin except `None`.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
  exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then the calls are dispatched without checking origin filter. (This
includes bypassing `frame_system::Config::BaseCallFilter`).

## Complexity
- O(C) where C is the number of calls to be batched.

- **Problem Statement:** Remove inactive collators from the Pendulum network.
- **Significance:** Maintain a healthy block production rate on the Pendulum network.
- **Proposed Solution:** Referendum to eliminate inactive collators.
- **Expected Outcomes:** Improved block production efficiency on the Pendulum network.
