The purpose of this referendum is to accept the open channel request from Interlay and create a channel request from Pendulum end, following the successful passing of the referendum. The reason for opening an HRMP channel with the Interlay network is to enable Pendulum assets on Interlay lending market.

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send a batch of dispatch calls and atomically execute them.
The whole transaction will rollback and fail if any of the calls failed.

May be called from any origin except `None`.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then the calls are dispatched without checking origin filter. (This
includes bypassing `frame_system::Config::BaseCallFilter`).

## Complexity
- O(C) where C is the number of calls to be batched.

- **Problem Statement:** Addressing the need to accept an open channel request from Interlay and create a channel request from Pendulum end.
- **Significance:** Facilitating the integration of Pendulum assets on Interlay's lending market.
- **Proposed Solution:** Accepting the open channel request from Interlay and establishing a channel request from Pendulum.
- **Expected Outcomes:** Enable Pendulum assets on Interlay's lending market, fostering interoperability and expanding lending opportunities.

#48 Root transaction to accept and open HRMP channel request with Interlay
