This proposal is a follow-up to [#70](https://pendulum.polkassembly.io/motion/70). The previous proposal and the resulting root transaction already reduced the total issuance near 150 million PEN. Since the change to pay out the collator rewards from the treasury was not live at the time, the total issuance kept increasing in the last weeks due to minting of new tokens to pay these rewards. Runtime upgrade #24 changed the runtime logic so that the rewards are paid out from the treasury. Hence why, we will now decrease the total issuance back to the target of 150 million PEN again.&#x20;
