This is a council motion to introduce an external proposal for:

<li>accepting the incoming HRMP channel from Polkadex</li>
<li>initiate opening an outgoing HRMP channel to Polkaxex</li>
</ul>
Technical Background
The batch transaction of the proposal consists of two sub transactions, each being a call to polkadotXcm.send. The message argument of polkadotXcm.send is complex but most of it just revolves around setting the payment for the transaction fee on the relay chain to open the HRMP channel.
The actual payload of this message is inside the third component and it is 0x3c00f8070000e803000000900100 for the first sub transaction 0x3c01f8070000 for the second sub transaction.
Decoding these payloads (which are extrinsics themselves on the relay chain) will yield:

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send a batch of dispatch calls and atomically execute them.
The whole transaction will rollback and fail if any of the calls failed.

May be called from any origin except `None`.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
 exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then the calls are dispatched without checking origin filter. (This
includes bypassing `frame_system::Config::BaseCallFilter`).
