## Summary

SatoshiPay proposes to expand the utility of $PEN by integrating it as the native utility token within the Vortex Finance app (v[https://www.vortexfinance.co/](https://www.vortexfinance.co/)). Vortex is a multi-chain fiat ramp for stablecoins, already live in Latin America and Europe, and using the Pendulum DEX among others.

The proposal is to:

* **Require $PEN as the settlement token for Vortex transactions,** with up to 50% of Vortex net fee revenues used to acquire $PEN during settlement and permanently burn it.
* **Publish verifiable, on-chain records** of burns, with regular reporting.
* **Migrate the $PEN token to an EVM-compatible contract** (starting with [https://polkadot.com/platform/hub/](https://polkadot.com/platform/hub/) or similar) to enable broader adoption.
* **Launch liquidity programs** (e.g. incentives,) to ensure reliable $PEN markets.
