This proposal aims to complete the first of many steps required to open a bi-directional HRMP channel between Pendulum and Darwinia. Initially, its primary function will be to facilitate the seamless swapping of any parachain token on [Paralink](https://paralink.darwinia.network/).

- Problem Statement: Establishing a bi-directional HRMP channel between Pendulum and Darwinia for seamless token swapping.
- Significance: Enhancing interoperability and efficiency in swapping parachain tokens on Paralink.
- Proposed Solution: Completing the initial step to open the HRMP channel.
- Expected Outcomes: Improved token swapping capabilities and increased efficiency in the ecosystem.
