This is a referendum whose purpose is to authorize a runtime upgrade to Pendulum release 8.

This runtime upgrade will enable USDT on the network, such that:
* Users transfer USDT from Statemint to Pendulum
* Users can send / receive it, on Pendulum
* It can be used in apps on the network e.g. Nabla

- There is a referendum to upgrade Pendulum release 8.
- The upgrade will allow USDT on the network.
- Users can transfer USDT from Statemint to Pendulum.
- Users can send and receive USDT on Pendulum.
- USDT can be used in apps on the network like Nabla.
