This referendum executes a batch of force-transfers that empty the Pendulum accounts of the specified Spacewalk vaults and transfer the balances to the account from which essentially all of the original DOT and vDOT collateral was funded.

The Spacewalk bridge is halted and will remain halted permanently. With the bridge halted, the protocol's normal path for recovering vault collateral — redeeming wrapped tokens and withdrawing the freed-up collateral through the vault extrinsics — is unavailable. As a consequence, the collateral deposited for the vaults is stuck on the vault accounts, with no way to retrieve it through the protocol itself.

The collateral (DOT and vDOT) is held as a *reserved* orml-tokens balance — on each active vault's own account, and, for vaults that were liquidated, on the vault-registry pallet account (the "liquidation vault"). Since force-transfers only move free balance, each reserved position is first unreserved with a root `tokens.setBalance` call and then force-transferred. In addition to the collateral, the sweep also includes the small free native PEN balances on the vault accounts and the wrapped Stellar assets sitting on two of the vaults. The operation is issuance-neutral, and because Spacewalk remains permanently halted, releasing the reserved collateral has no effect on any protocol logic.

The referendum sweeps the following balances (33 calls in total, from 13 vault accounts plus the liquidation vault):

* 261.69 DOT — collateral of three active vaults and the liquidation vault
* 6,716.40 vDOT — collateral of four active vaults and the liquidation vault
* 2,150.26 PEN — free native balances of all 13 vault accounts
* 5,999 ARS.s and 3,831 EURC.s — wrapped Stellar asset balances held on two vault accounts following prior buybacks. Because Spacewalk is permanently halted, these balances cannot be redeemed through the protocol.

All tokens are sent to 6crgzCSvCAimAEkCxctFZginxL6uUfYKijHBVsAK5WGhcJY1. A review of the complete on-chain inflow history shows that this account supplied essentially all of the original DOT and vDOT collateral. The account is operated by SatoshiPay in its capacity as Pendulum’s development service provider. The referendum therefore proposes this account as the recipient of the recovery transfer.

The batch does not transfer balances held in third-party accounts. Any outstanding claims of third-party holders, and any potential off-chain reimbursement arrangements, are outside the scope of and are not determined or settled by this referendum. Further details, including the responsible point of contact, will be published through the official Pendulum governance channels once the arrangements have been finalized.

Every amount embedded in the batch was verified against the live chain state at the time the preimage was built, and the batch is atomic (`utility.batchAll`) — it either executes completely or not at all.
