This proposal is about approving a treasury proposal to pay the Subscan team for its integration costs + maintenance costs to add Pendulum network to the Subscan block explorer for total consideration of $37,540.80 payable in USD and PEN.

Thereof, the total payment in PEN tokens comprises-:
1. Integration costs - 30% or $8,100 of the total integration cost, paid in PEN tokens
1. Operation and Maintenance (01/05/2024-30/04/2025) - $10,540.80, paid in PEN tokens.

The total amount is $18,640.80 (**244,597.822 PEN**) as per 30-Day volume weighted average price (19 April, 2024).

Funds are to be sent to `6eWV45k2Mt8Z981YtK5Ld2PppAQZhcdQvGxGDDgabbQ4tf2Q`.

Following is the breakdown of the effort required by Subscan team:

1. Development
   1. Deep integration of Substrate native modules: balances, bounties, council, democracy, identity, multisig, polkadotXcm, session, system, technicalCommittee, tips, treasury, timestamp, utility, vesting, xcmpQueue, etc.
   1. Query and display blocks, extrinsic, events, accounts of Substrate chain.
   1. Open API service and API documents.
   1. Customized UI theme in line with Pendulum brand.
1. Operation and Maintenance
   1. Computing resources (collect and parse chain data, serve web user requests)
   1. Database storage (index and store the chain data)
   1. Network egress bandwidth (serve web user requests)
   1. Monitoring and DevOps (internal alerting pipeline, CI/CD automation)
   1. Node status monitoring and notification (used to notify the network development team)
   1. Technical Support

The dispatch of this call must be `FastTrackOrigin`.

Approve a proposal. At a later time, the proposal will be allocated to the beneficiary
and the original deposit will be returned.
