This root transaction is for enabling vDOT as collateral for all Spacewalk assets on Pendulum and for setting collaterisation parameters for the assets. Additionally, we will add BNC (Bifrost native token) to our asset registry. The purpose of adding BNC in the long term is to provide liquidity to Zenlink pools.

The proposal emphasizes community building, technical education, and ecosystem expansion, aligning with Parity Asia's Substrate initiatives.

Develop the KILT Decentralized Identity Provider (DIP) protocol.

Deploy provider and relying party components on testnets and production chains.

Test, integrate, and fix any issues that arise during deployment.

Maintain and update the protocol to ensure compatibility with the latest Polkadot versions.

Explore and implement future improvements, such as support for verifiable credentials and trustless parachain-to-parachain messaging solutions.

Schedule the currently externally-proposed majority-carries referendum to be tabled
immediately. If there is no externally-proposed referendum currently, or if there is one
but it is not a majority-carries referendum then it fails.

The dispatch of this call must be `FastTrackOrigin`.

- `proposal_hash`: The hash of the current external proposal.

	For `FastTrackOrigin` must be equal or greater than `FastTrackVotingPeriod`.
