This referendum is about executing two force-transfers, both for tokens that got 'stuck' on ephemeral accounts used by Vortex. Due to Vortex's architecture, using unique ephemeral accounts for each user to fully decentralize access to the tokens and prevent holding custody, Vortex needs to have access to presigned transactions, If these transactions are unavailable, ramps cannot be processed.&#x20;

The first transfer is about 1808.30 EURC. These tokens are still on the ephemeral account  6bsXHBt74bYRmNngXdm7LTePyHdGivwqx4fAGcK7bKfLf8QB, because a presigned redeem request failed. At the time, Vortex was still using only presigned transactions with exactly one nonce without backup transactions. The failed extrinsic increased the nonce and couldn't be executed again later. To unblock the flow for the respective user, a payout of these 1808.30 EURC was done on Stellar in [this](https://stellar.expert/explorer/public/tx/92ac91b0acee53b64c505959649ed3c55c2363472ac59a6097d9e5cb66064605) transaction. The force-transfer of this referendum reimburses the payout of these tokens to the issuer (SatoshiPay).

The second transfer is about 20 axlUSDC. Due to a bug in the transaction submission on the Vortex UI, a user did a squidrouter transfer of 20 USDC but the ramp was not registered properly. No transactions were presigned and the flow cannot be completed on Vortex. The force-transfer sends the 20 axlUSDC back to the user on Pendulum. The flow of tokens for this one was&#x20;
