The purpose of this referendum is to perform a runtime upgrade on Pendulum. This adds support for teleporting the PEN token to and from AssetHub.

For more details, please refer to the [GitHub release page](https://github.com/pendulum-chain/pendulum/releases/tag/pendulum-release-24).

This is the second try because the [first referendum](https://pendulum.polkassembly.io/referendum/76) didn't pass as it didn't get any votes.
