This referendum executes a batch of force-transfers that return the tokens currently held in the reserves of the deployed Nabla DEX pools on Pendulum to the liquidity providers (LPs) of those pools.

The Nabla DEX can no longer be operated as intended. Withdrawing liquidity from the swap pools is impossible because the withdrawal extrinsic always exceeds the block weight/length limit and can therefore never be included in a block. Fixing this properly would require changes to the Pendulum runtime, which we want to avoid. As a consequence, the tokens deposited by liquidity providers are effectively stuck in the pools, with no way to retrieve them through the protocol itself.

To return these funds, each pool's entire current token balance is force-transferred to that pool's LP token holders, proportionally to each holder's share of the pool's total LP token supply. Each Nabla pool is a smart contract that holds its backing token directly as a native (orml-tokens) balance on the pool's own account, so the reserves can be returned with standard force-transfers under a root origin, without any interaction with the non-functional contract logic. The LP holdings and their shares were reconstructed from the complete deposit and withdrawal history of each pool; for every pool the reconstructed shares add up exactly to the total LP token supply recorded on-chain.

The referendum distributes the following pool reserves (18 transfers in total):

* USDC swap pool: 2,058.64 USDC (AssetHub USDC)
* EURC swap pool: 1,429.32 EURC (Stellar EURC, Circle)
* ARS swap pool: 104,814.35 ARS (Stellar ARS)
* USDC.axl swap pool: 3,154.18 USDC.axl
* BRLA swap pool: 151.35 BRLA
* Backstop pool: 1.22 USDC (AssetHub USDC)

Each amount is split among the pool's LP token holders in proportion to their LP token balance. The large majority of these LP tokens are held by accounts operated by SatoshiPay, which provided most of the liquidity for the Nabla deployment; the remaining share is returned to the external liquidity providers under the exact same pro-rata rule. Because the distribution follows precisely the LP token shares recorded on-chain, every provider receives the portion of the reserves they are entitled to.
