This referendum authorizes the upgrade of the Pendulum runtime to spec version 27.

**What changes**

* The runtime is built with the metadata-hash feature (RFC-78), so wallets that check transactions against the runtime’s metadata hash, such as Ledger’s generic Polkadot app, can sign Pendulum transactions with it.
* `spec_version` 26 → 27; `transaction_version` stays 11. No pallet, storage or logic changes.
