This motion is a retry of [Motion 10](https://pendulum.polkassembly.io/motion/10).

This is a council motion to introduce an external proposal for:

initiate opening an outgoing HRMP channel to Moonbeam

Technical Background
The batch transaction of the proposal consists of one sub transaction, which is a call to
polkadotXcm.send
. The message argument of
polkadotXcm.send
is complex but most of it just revolves around setting the payment for the transaction fee on the relay chain to open the HRMP channel.
The actual payload of this message is inside the third component and it is
0x3c00d4070000e803000000900100
.
Decoding this payloads (which is an extrinsic itself on the relay chain) will yield:

hrmp.hrmpInitOpenChannel with recipient 2004 (see here)

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Send a batch of dispatch calls and atomically execute them.
The whole transaction will rollback and fail if any of the calls failed.

May be called from any origin except `None`.

- `calls`: The calls to be dispatched from the same origin. The number of call must not
exceed the constant: `batched_calls_limit` (available in constant metadata).

If origin is root then the calls are dispatched without checking origin filter. (This
includes bypassing `frame_system::Config::BaseCallFilter`).

# <weight>
- Complexity: O(C) where C is the number of calls to be batched.
# </weight>

- Problem Statement: The council motion aims to introduce an external proposal to initiate the opening of an outgoing HRMP channel to Moonbeam. The intended audience is the Polkassembly community.
- Significance: The proposal is significant as it involves a technical process that requires the use of the 'polkadotXcm.send' function to set the transaction fee for opening the HRMP channel.
- Proposed Solution: The solution involves a batch transaction with a sub-transaction, which is a call to 'polkadotXcm.send'. The actual payload of this message is '0x3c00d4070000e803000000900100', which when decoded, yields 'hrmp.hrmpInitOpenChannel' with recipient 2004.
- Expected Outcomes: The expected outcome is the successful opening of an outgoing HRMP channel to Moonbeam, which will enhance the network's functionality and connectivity.
