Technical Background
The batch transaction of the proposal consists of one sub transaction, which is a call to <code>polkadotXcm.send</code>. The message argument of <code>polkadotXcm.send</code> is complex but most of it just revolves around setting the payment for the transaction fee on the relay chain to open the HRMP channel.
The actual payload of this message is inside the third component and it is <code>0x3c00d4070000e803000000900100</code>.
Decoding this payloads (which is an extrinsic itself on the relay chain) will yield:
