This is a council motion to upgrade the Pendulum runtime to version 10.

The purpose of the proposal is to make the native token PEN transferable through XCM and add the Bifrost farming pallet to Pendulum runtime.

For all details and new features related to this release, see [GitHub release page](https://github.com/pendulum-chain/pendulum/releases/tag/pendulum-release-10).

* Enabling PEN to be transferrable through XCM to other parachains
* Adding Bifrost farming pallet to Pendulum runtime, which would further unblock LP farming on Zenlink

Schedule a majority-carries referendum to be tabled next once it is legal to schedule
an external referendum.

The dispatch of this call must be `ExternalMajorityOrigin`.

- `proposal_hash`: The preimage hash of the proposal.

Unlike `external_propose`, blacklisting has no effect on this and it may replace a
pre-scheduled `external_propose` call.

Weight: `O(1)`

Authorize an upgrade to a given `code_hash` for the runtime. The runtime can be supplied
later.

The `check_version` parameter sets a boolean flag for whether or not the runtime's spec
version and name should be verified on upgrade. Since the authorization only has a hash,
it cannot actually perform the verification.

This call requires Root origin.

Problem Statement and Audience:
- Problem Statement: The current version of the Pendulum runtime does not allow for the transfer of the native token PEN through XCM.
- Audience: Members of the Polkassembly council and the Pendulum community.

Significance:
- The upgrade will enable PEN to be transferred through XCM to other parachains.
- The addition of the Bifrost farming pallet will unblock LP farming on Zenlink.

Proposed Solution:
- Upgrade the Pendulum runtime to version 10.

Expected Outcomes:
- PEN will be transferable through XCM to other parachains.
- LP farming on Zenlink will be unblocked.
