This is a tech comm proposal to fast track the upgrade of the Pendulum runtime to version 10.

The proposal will be fast tracked to 3 hours.

The purpose of the proposal is to make the native token PEN transferable through XCM and add the Bifrost farming pallet to Pendulum runtime.

* Enabling PEN to be transferrable through XCM to other parachains
* Adding Bifrost farming pallet to Pendulum runtime, which would further unblock LP farming on Zenlink

Schedule the currently externally-proposed majority-carries referendum to be tabled
immediately. If there is no externally-proposed referendum currently, or if there is one
but it is not a majority-carries referendum then it fails.

The dispatch of this call must be `FastTrackOrigin`.

- `proposal_hash`: The hash of the current external proposal.
- `voting_period`: The period that is allowed for voting on this proposal. Increased to
	Must be always greater than zero.
	For `FastTrackOrigin` must be equal or greater than `FastTrackVotingPeriod`.
- `delay`: The number of block after voting has ended in approval and this should be
  enacted. This doesn't have a minimum amount.

Emits `Started`.

Weight: `O(1)`

Authorize an upgrade to a given `code_hash` for the runtime. The runtime can be supplied
later.

The `check_version` parameter sets a boolean flag for whether or not the runtime's spec
version and name should be verified on upgrade. Since the authorization only has a hash,
it cannot actually perform the verification.

This call requires Root origin.

Problem Statement:
- Upgrade of the Pendulum runtime to version 10 to enable PEN transferability through XCM and add the Bifrost farming pallet.

Significance:
- Enables PEN to be transferred through XCM to other parachains.
- Unblocks LP farming on Zenlink.

Proposed Solution:
- Fast track the upgrade of the Pendulum runtime to version 10.

Expected Outcomes:
- PEN becomes transferable through XCM.
- Bifrost farming pallet is added to Pendulum runtime.
